Welcome on my website, my name is Koen Docter.
As a senior advisor in housing at the province of South Holland, I'm responsible for housing construction in the Haaglanden region (the Hague, Delft, Zoetermeer and surroundings). This is the most densely populated area in the Netherlands, with the biggest housing shortage. I maintain a network with municipalities, social housing corporations and commercial parties, to encourage housing production and address barriers.
Previously, I’ve provided research-based advice at the province of Overijssel, to ensure that the housing policy was grounded in the right data and information. I’ve supervised applied research into the housing market and overseen the creation of the Overijssel Housing Dashboard. I’ve also monitored and evaluated the policy impact.
In January 2018 I defended my PhD thesis at the European University Institute's Department of History and Civilisation. The title of my thesis is: ‘Exoticism, Criticism and Appropriation: Framing of Muslims in the French and Dutch Interwar Press’. After finishing my thesis, I worked as a research associate at the EUI's Department of Law for a year, on a project about consumer empowerment in the field of online privacy policies and consumer contracts.
Earlier I obtained bachelor and master degrees in Human Geography as well as French Language and Culture (Intercultural Communication) at Utrecht University. I also worked as a lecturer of Human Geography and Intercultural Communication at the same university. I spent a year at the École des Hautes Études en Sciences Sociales (EHESS) as the winner of the Prix de Paris 2012.
